First they drop the ball on Kofi Annan's Cyprus deal, not likely to win friends in Brussels and jeopardizing Turkey's EU bid. Then the Americans find that they can operate out of Kuwait and Iraqi Kurdistan just fine. According to Al Jazeera, it's only a matter of time before the military steps in yet again...
