What mandate? As voters go to the polls today for various state and municipal elections, a new Washington Post/ABC News poll shows most Americans oppose Bush's Iraq policy. This backs up results from an earlier Gallup poll. Looks like Bush's "mandate" from the 2002 elections was as short-lived as Jay Garner's tenure in Baghdad.
