The Pentagon apparently jumped the gun on a memo blacklisting France, Germany, and Russia from Iraqi reconstruction contracts, hours before Bush was supposed to call Chirac, Schroder, and Putin. This comes just days after Rummy was given Britain's Foot in Mouth award. Bush did sign off on the idea of a blacklist though. This is no way to run an occupation.
